EFSA outlines plan for revision of bee guidance document

In 2013 EFSA published a guidance document on the risk assessment of plant protection products on bees (Apis melliifera, Bombus spp. and solitary bees) (EFSA Journal 2013;11(7):3295), which was republished in 2014 following feedback from Member States. However, this guidance has not been fully implemented in the EU approval process of active substances, or authorisation process of products, due to insufficient support from Member States.

Following a mandate (number M-2019-0100) from the European Commission, a revision of the guidance will be carried out. The revision is expected to include, but not be limited to, a review of;
i) the evidence as regards bee background mortality
ii) the different exposure routes in particular considering spray application and seed treatment or granular application
iii) the list of bee-attractive crops
iv) the methodology with regard to higher tier testing.

A draft version of the revised guidance will be subject to public consultation in Summer 2020, with a deadline for publication of the final revised guidance document set for March 2021.
